Cities cracking down on Occupy protests?

Over the weekend there was a wave of Occupy Movement crackdowns. From Oakland to St. Louis law enforcement evidicted many occupiers and destroyed tents once again. Protesters were arrested after being repeatedly warned to leave the property. Are these movements costing cities too much money? How much does police manpower cost?
