Tonight on The 3 Minute Download, Verizon and Google have announced that they hope to regulate the internet by controlling access and the speed of the internet to different websites. Also, US President Barack Obama's military commissions opened Monday to consider two terror cases, including the trial of the last Western detainee at Guantanamo, Omar Khadr, who was arrested at age 15. Finally, Colombia's new leader Juan Miguel Santos will head to the negotiating table to talk with Venezuela's Hugo Chavez.

Relations between Colombia and Venezuela were severed when allegations came from Colombia that Venezuela had been aiding and training FARC rebels along the border. However, Colombia's new leader Juan Manuel Santos will head to the negotiating table to talk with Venezuela's Hugo Chavez. The United States and Venezuela relations have gotten even colder over the past few years; will Colombia's decision to return to the negotiating table spark the US to do the same?

US President Barack Obama's military commissions opened Monday to consider two terror cases, including the trial of the last Western detainee at Guantanamo, Omar Khadr, who was arrested at age 15. Devon Chaffee says that a better course of action for Khadr would have been to try and rehabilitate him then send him to Guantanamo Bay.

The United Nations has released a report about civilian deaths in Afghanistan and it states that civilian casualties are sky rocketing. Nearly 1,300 Afghan civilians have been killed already from the start of the year; the deceased are mostly women and children. The Afghanistan people don't want NATO led forces into their provinces because once the coalition forces come in, Taliban insurgents are not far behind.

In other privacy news, Air France has announced that they will install cameras into every seat to watch their passengers; civil rights activists are crying foul saying it invades people's privacy too much.

Gitmo trial: Obama's child soldier case

Canadian Omar Khadr is the first Guantanamo detainee to face the revamped military tribunals under the Obama administration. Khadr, now 23, but captured at age 15 by US troops in Afghanistan is set for trial on Tuesday at the Naval base in Cuba. Attorney Eric Montalvo was the military defense attorney for Mohammed Jawad, another young detainee, who was held at Guantanamo. Montalvo weighs in on the upcoming trial, what might be different this time around and also argued that the tribunal does not have jurisdiction over the case. He also pointed out that a Canadian high court requested in a legal opinion that Khadr be returned to Canada.
