NATO loses its clout .


It's the oldest military alliance in modern history. But NATO, formed to defend against the "threat" of the Soviet Union hasn't had a common enemy for decades since the cold war ended. And weakened by a seemingly endless war in Afghanistan, with countries struggling financially and cutting military budgets, it's unclear if NATO members can afford the promise to defend themselves. And many critics question whether they should even try
