Spring Cleaning video: Snow chaos in Russia, Ukraine A state of emergency has been declared in Ukrainian capital, Kiev, on Saturday as the city is paralyzed by heavy snowfall and blizzard totally abnormal for March. Heavy snowfalls are already in full swing in Russia's Tula and Lipetsk Regions, with snow-clearing vehicles taking to the streets, while the city of Kursk, the administrative center of Kursk Region, which borders Ukraine, was forced to declare the state of emergency too Late Honor: Arctic Convoy vets get medals amid 'sailed on' shipmates A select group of UK World War Two veterans have been awarded by Prime Minister David Cameron, for their service during the arctic convoys. Customers who keep large sums of money in other banks will also be forced to sacrifice part of their savings to the country's ailing economy.
