Two blasts in the central Syrian city of Homs killed at least 46 people in one of the deadliest attacks to hit the city in five years of civil war.

More than 100 people were wounded in the twin car bomb attacks in the city centre's Zahra district, according to the Britain-based Syrian Observatory for Human Rights.

Syrian state television quoted Homs provincial governor Talal Barazi as saying at least 25 people had been killed.

Zahraa neighbourhood is populated mainly by members of President Bashar al-Assad's Alawite sect

Graphic footage from pro-Assad television channels showed charred corpses buried among rubble, damage to shop fronts and debris littering a wide area. Many cars were on fire, sending out plumes of black smoke. Wounded people walked around dazed.

The Observatory said the attack was the second most deadly of its kind in Homs since 2011, and the deadliest for almost a year and a half.

Once dubbed the capital of the Syrian revolution, Homs city is now almost completely controlled by the Syrian government.

The only exception is Waer district, which is being gradually turned over to the government under a deal with opposition fighters.

Most of the bombing attacks in the city over the past months have been claimed by ISIS, which controls parts of the Homs province including the historic town of Palmyra.

Zahra neighbourhood in particular has been the main target of the extremist groups as civilian residents there are mostly Alawites, the minority sect of Syria's ruling clan - including president Bashar al-Assad.

Syrian troops have been on the offensive in different parts of the country under the cover of Russian airstrikes.
The latest attacks come as US secretary of State John Kerry said that a provisional agreement had been reached with Russia on the terms of a ceasefire in the war-torn country.
Kerry told reporters in the Jordanian capital Amman that he had spoken with Russian counterpart Sergei Lavrov again on Sunday on the terms of a ceasefire agreed by world powers earlier this month.

'We have reached a provisional agreement, in principle, on the terms of the cessation of hostilities that could begin in the coming days,' Kerry said.

'It is not yet done and I anticipate that our presidents, President (Barack) Obama and President (Vladimir) Putin, may well speak somewhere in the next days or so in order to try to complete this task,' Kerry told a press conference with Jordanian counterpart Nasser Judeh.

Hopes for ceasefire, which had been due to take hold on Friday, had floundered as fresh violence shook Syria last week.

But Kerry was optimistic that it could still be implemented.

'We are in fact making progress even as a I stand here today,' he said. 'We are closer to a ceasefire today than we have been.'

One man was killed and three others injured, in two separate shooting incidents twenty blocks and ten minutes apart in Brooklyn last night.
Police were called to an apartment building at 666 Hancock Street around 7.20pm, where they found a 29-year-old man who had been shot in the head and chest.
He was rushed to Interfaith Hospital, however efforts to save him proved unsuccessful and he died from his injuries.

According to police, only moments earlier two men walked into Woodhull Medical Center with bullet wounds that were not life-threatening.
Police are yet to confirm whether the two incidents are linked.


According to local reports, police conducted a search at Sumner Houses at Vernon Avenue, by Marcus Garvey Boulevard.
Earlier in the evening, police were called to another address following reports of gunfire.

The follows a double shooting in Brooklyn on Monday night which left one dead and another hospitalized.
Residents reported gunfire outside a home on East 56th Street and a 33-year-old man was pronounced dead on arrival at Brookdale Hospital after being shot in the face. A 31-year-old man was taken to Kings County Hospital with a gunshot wound to the back.
It is not yet known if Monday's shootings were linked to the spate of incidents on Tuesday evening.

A ‘heroine’ police dog who died in a high-profile Paris terrorist raid was blasted to death by officers who were meant to be on her side, it was confirmed emerged today.
They not only killed Diesel, a seven-year-old Belgian Shepherd, but wounded innocent neighbours and threatened at least five other policemen with their reckless shooting.
Their shields and body armour were all hit by round upon round of Brenneke bullets – ones widely used by special forces – during the attack on a house in the suburb of Saint-Denis in November.

It led to the deaths of at least two terrorists who had taken part in the attacks on Paris that month in which 130 people were killed.
But those inside the house only had one automatic pistol between them, and were in no position to fight back with any kind of effectiveness.


The revelations are a huge embarrassment for the elite RAID police group, which had been widely honoured for its professionalism during the attack.
Diesel was due to receive a posthumous Dickin medal – Britain’s animal equivalent of the Victoria Cross.
‘Diesel was killed by Brennekes’ said Jean-Michel Fauvergue, who commanded the operation by the RAID, which stands for Research, Assistance, Intervention, and Deterrence.
His force uses Brennekes slugs – special forces ammunition produced by the German company Brenneke GmbH.
Commander Fauvergue has admitted that ‘saturation fire’ was used to kill Abdelhamid Abaaoud, the 26-year-old leader of the Paris terrorists, and fellow killer Chakib Akrouh, 25.
But Abaaoud’s female cousin, Hasna Ait Boulahcen, also 26, was also riddled with bullets and died in the attack as she tried to give herself up.
Her surviving family has since launched proceedings against the Raid for murder, while at least two neighbours hit by bullets are consulting lawyers.

Both are from ethnic minority backgrounds, but had absolutely nothing to do with the terrorists.
Five RAID officers also reported friendly fire penetrations to their equipment in the storm of Brenneke bullets that hit the property in the early hours of November 18.
Diesel, who was due to retire after a distinguished career, was specially trained to enter dangerous areas so as to bite enemies.
Now the RAID are trying to work out why she was sent into a house which they were pouring live fire into.
A spokesman for the Paris prosecutor said there would be no formal inquest into Diesel’s death, nor any kind of autopsy on the animal.
Forensic examination has established that up to 5,000 rounds of police ammunition was used during the Saint-Denis raid, while the terrorists fired around 11 bullets back.

An ad shown during the Superbowl to promote tourism at Colonial Williamsburg has provoked outrage after using footage of the 9/11 attacks.
The commercial was shown across some areas of the U.S. including New York, Philadelphia and Washington D.C. and was produced by the Colonial Williamsburg Foundation.
The minute-long promo for the 'living museum' showed some of the defining moments in American history in reverse such as the first flight, missions to space, suffragettes and even the inauguration of President of Barack Obama.

The voice-over, narrated by NBC News anchor Tom Brokaw, asks where the American spirit first started to take shape, and answers that it was in Colonial Williamsburg.
However, one of the moments used in the ad, showed one of the towers of the World Trade Centre after it was hit by a plane.


It then shows in the reverse, one of the towers then collapsing to the ground, in the attack which killed almost 3,000.
It came as the voice-over states: 'When you reflect upon our sacrifices, our breakthroughs and yes, our heartbreaks, how is it possible that an entire country came to believe anything is possible.'

But after the commercial was broadcast during the Superbowl coverage, viewers flocked to social media branding the ad as 'shocking'.
Saturday Night Live star Taran Killam wrote: 'Did Colonial Williamsberg just show 9/11 footage in reverse? Seems a bit unearned.' (sic)
Matt Binder tweeted: 'Major superbowl commercial fail by Colonial Williamsburg. 9/11 shouldn't be used to sell anything but war.'
Michele Weisman said: 'Wow did that Colonial Williamsburg ad just show the twin towers go back up? #whatwereyouthinking #notcool'

Bob McKee wrote: 'I have never been to Colonial Williamsburg and thanks to their #superbowl50 I never will. Sept 11 should not be used to sell anything.'
While Costa Costidis added: 'Yea the terrible quality of both offenses is shocking, but not nearly as shocking as Colonial Williamsburg putting 9/11 footage in an ad.'
However, despite the the outrage, the Colonial Williamsburg Foundation stood by their ad.
In a statement the Foundation's spokesman Joe Straw said: 'We understand and respect that some of the images in the ad are jarring
'However, the small data point of people who objected to some of the imagery in the ad does not represent the total viewership. Not even close.'
'All that is past is prologue. Our ad is meant to walk viewers backwards through time, challenging them to reflect on how our collective history and struggles shape who we are as Americans today. We cannot forget our sacrifices or our tragedies even as we celebrate our accomplishments.'
